The European Education and Culture Executive Agency has published the work program and the first package of Creative Europe calls for 2026. For Romanian audiovisual production and distribution companies, the calendar spans the entire year, with deadlines staggered until September 2026.
The publication of the work program marks, every year, the real start of planning for companies in the audiovisual industry. Unlike structural funds, where guidelines appear late and calendars change frequently, Creative Europe operates on a predictable rhythm: calls are announced all at once, and deadlines are known from day one.
The MEDIA sub-program, which directly concerns production companies, is structured into three clusters. The Audience cluster has deadlines on March 19, 2026, and in July 2026. The Business cluster, dedicated to developing the business capacity of companies, has a deadline on June 18, 2026. The Content cluster, the most substantial for producers, closes on September 17, 2026, at 17:00 Brussels time.
Individual call deadlines are staggered throughout the year. European Slate Development and TV plus Online Content had a deadline of December 3, 2025. Video Games and Immersive Content closed on February 11, 2026, European Co-development on February 26, 2026, and VOD Networks and Operators on April 8, 2026.
The eligibility condition that most often eliminates applicants is seniority. A company must have legal personality for at least two years at the time of submission. Natural persons and PFA (Persoană Fizică Autorizată - Authorized Natural Person) entities are not eligible, regardless of portfolio. Funding rates are generally between 70% and 80% of eligible costs, which means the company must cover the rest from its own sources or through co-production.
For a Romanian company that has never applied to Creative Europe, the practical recommendation is to start with a call from the Business Cluster, where competition is less fierce than in content production, and the application file is simpler to build.
An aspect underestimated by first-time applicants is the audience component. Creative Europe does not fund production itself, but production that reaches the public beyond national borders. A project that does not demonstrate a clear international distribution strategy, with identified partners and concrete channels, loses essential points in evaluation, regardless of artistic quality.
For the Romanian market, the MEDIA sub-program has become in recent years a real source of capital for independent production houses, in a context where national funding through the Centrul Național al Cinematografiei (National Film Center) remains limited and unpredictable. Companies that have already built a track record of European co-productions have a cumulative advantage, as the evaluation takes into account the demonstrated capacity to bring projects to completion.
