The European Innovation Council has opened the Challenges component of the Pathfinder program, with a budget of 166 million euros. Unlike Pathfinder Open, the themes here are set in advance by the Commission. The deadline is October 28, 2026.
The call opened on July 22, 2026, and closes on October 28, 2026, at 17:00, Brussels time. The budget is identical to that of the Open component, also 166 million euros, and grants typically reach 4 million euros per project.
The difference compared to Pathfinder Open is the direction. In Open, the applicant proposes any research topic at the frontier of knowledge. In Challenges, the European Commission defines in advance a set of technological challenges considered strategic, and projects must address these.
For companies, the Challenges component has an important practical advantage: in certain challenges, one can also apply individually, without the obligation to build a consortium of at least three entities from three states. This dramatically reduces the barrier to entry for a Romanian company without a consolidated European network.
Funding is 100% for research activities, which eliminates the problem of co-financing. Eligible participants are deep-tech consortia formed by companies, universities, and research institutes.
With a deadline of October 28, 2026, the call offers a reasonable window for preparation. The recommendation for interested firms is to first check the list of challenges published in the EIC 2026 work program and honestly evaluate whether their research activity fits, as deviation from the theme is the most frequent reason for rejection.
Challenge-type themes are established based on the strategic priorities of the European Union and typically cover fields such as quantum technologies, advanced materials, medical biotechnologies, applied artificial intelligence, and next-generation energy systems. For a Romanian firm, an honest assessment of thematic alignment is the decisive step. Reviewers apply the thematic relevance criterion strictly, and a project that is technically excellent but tangential to the targeted challenge is eliminated before the qualitative evaluation. It is preferable to wait for a suitable challenge in the next edition than to force a fit into an unsuitable one.
