The Ministry of Finance has published in the Official Gazette Revision 10 of the Applicant's Guide for the state aid scheme regarding investments with a major impact on the economy. The update was approved by the Order of the Minister of Finance no. 311/2026.
The document was published in the Official Gazette no. 226 of March 24, 2026. The scheme established by HG 807/2014 (Government Decision 807/2014) was, for nearly a decade, the main instrument through which the Romanian state attracted large investments, both from multinational companies and expanding Romanian firms.
The minimum value of the investment project to be eligible for this scheme is 4.5 million EUR, the equivalent of approximately one million euros. This is a threshold that automatically excludes micro-enterprises and most small firms, but remains accessible for a medium-sized company with plans to expand production capacity.
It is important to understand what stage the scheme is in. The period during which funding was granted was 2014-2023, and actual payments continue until 2028. In other words, Revision 10 does not open a new submission window, but regulates the implementation of projects already approved.
For firms currently looking for an active state aid scheme for large investments, the alternative is HG 300/2024 (Government Decision 300/2024), dedicated to regional development. This has a total budget of 2.25 billion EUR, targets investments of over 50 million EUR, and allows for the issuance of financing agreements until December 31, 2026.
Successive revisions of state aid guides are a useful indicator for consultants and for firms in the implementation phase. They frequently modify reimbursement rules, eligible expense categories, and reporting obligations, with a direct effect on the beneficiary's cash flow.
The distinction between the two state aid schemes for large investments is important for companies planning an expansion. HG 807/2014 targeted investments starting from approximately one million euros and was the instrument used for most medium-sized industrial projects over the last decade. HG 300/2024 raises the threshold to over 50 million EUR and targets large-scale projects.
The gap between the two, namely investments between one and ten million euros, is currently covered more by Regional Programs and financial instruments rather than national state aid schemes. For a medium-sized company in this range, structuring the financing usually involves combining several sources, with careful attention to the rules regarding the cumulation of aid.
