ADR Nord-Est (North-East Regional Development Agency) has announced the launch of the VInnovate 2026 regional call, dedicated to companies with projects already in an advanced stage of technological maturity. This is the third call in the series and runs in synergy with the Vanguard Initiative.
The Vanguard Initiative is a network of European industrial regions collaborating on smart specialization projects. The North-East Region's participation in this network opens access for local firms to interregional partnerships, a type of collaboration rarely accessible to a medium-sized company from Iași or Bacău.
The call targets SMEs with projects in the region's smart specialization fields: agri-food and wood industry, energy, textiles, information and communication technology, tourism, environment, and health.
The most important technical criterion is the technology readiness level. Projects must start from a minimum TRL of 5, meaning technology validated in a relevant environment, and aim to reach levels 6-8, meaning demonstration in an operational environment and readiness for production.
This requirement eliminates ideas that are only on paper from the start. It is a call for companies that already have a functional prototype and need funding to bring it to the stage of a marketable product. This is exactly the segment where Romanian companies most often get stuck due to a lack of capital.

Technology readiness levels, known by the acronym TRL, are a scale from 1 to 9 used by the European Commission to classify the stage of a technology. TRL 1 means basic principle observed, TRL 5 means technology validated in a relevant environment, and TRL 9 means system proven in a real operational environment. The requirement to start from TRL 5 excludes ideas and includes tested prototypes.
This requirement is, in fact, good news for serious companies. Calls without a TRL threshold attract hundreds of speculative projects, which dilute the budget and prolong the evaluation. A call with a high technical threshold has fewer applicants but with real chances, which increases the probability of success for a company with an already demonstrated functional prototype.
