ADR Sud-Est (South-East Regional Development Agency) has launched the public consultation for the guide aimed at increasing the competitiveness of micro-enterprises within the Integrated Territorial Investment (ITI) Danube Delta area. The budget is 4.82 million euros, and grants range from 20,000 to 200,000 euros.
The call is part of Priority 1, Action 1.6, Operation A.1 of the South-East Regional Program and is exclusively dedicated to the ITI Danube Delta area. Of the total budget of 4.82 million euros, 4.1 million comes from the European Regional Development Fund.
The most important eligibility condition is not related to the size of the company, but to its presence in the territory. The applicant must have had its registered office or a place of business in the ITI area for at least two years. This is an anti-opportunism clause, designed to prevent companies from formally moving their headquarters a few months before the call.
The grant is awarded as de minimis aid, which means it is cumulative with any other de minimis funding received in the last three fiscal years. Companies that have already accessed national schemes such as Start-Up Nation or MEDAT programs must check the remaining threshold before building the project budget.
The public consultation took place between January 30 and February 27, 2026. The actual launch of submissions was not confirmed at the time of writing, and the modest budget suggests that the call will be highly competitive: at an average grant of 100,000 euros, the allocation covers around 45-48 projects.
The ITI Danube Delta area benefits from dedicated allocations in several programs, precisely because environmental restrictions severely limit the types of possible economic activity. Companies in the area should constantly monitor both the South-East Regional Program and the ITI components of national programs.
Environmental restrictions specific to the Danube Delta Biosphere Reserve severely limit the types of economic activity possible in the area. Tourism, small-scale food processing, and services are practically the only fields in which a micro-enterprise can invest without encountering prohibitions. The funding guides reflect this reality through lists of eligible CAEN (Classification of National Economic Activities) codes that are more restricted than in other regions.
The Integrated Territorial Investment mechanism was created precisely to compensate for these constraints, through dedicated allocations in several programs simultaneously. A company in the area should monitor not only the South-East Regional Program, but also the ITI components of national programs and the PAC (Common Agricultural Policy) Strategic Plan, where calls with low competition and higher-than-average funding rates frequently appear.
