ADR Nord-Est (North-East Regional Development Agency) has launched for public consultation the guide for the second call dedicated to the modernization of micro-enterprises, with a budget of over 20 million euros. Grants are between 100,000 and 300,000 euros, and the required co-financing is only 10%.
The call, coded PR/NE/2026/P1/RSO1.3.1/2, has a total budget of 20,370,738 euros, of which 17.3 million come from the European Regional Development Fund, and the remaining approximately 3 million from the state budget. This is the second round of an intervention that saw high demand in its first edition.
What differentiates this call from most regional schemes for micro-enterprises is the minimum threshold. Many similar calls start from 20,000 or 30,000 euros, which attracts hundreds of small projects. Here, the minimum threshold of 100,000 euros filters applicants from the start and directs funding towards investments with a real impact on productive capacity.
Eligible are micro-enterprises with their registered office in the North-East Region, namely in the counties of Bacău, Botoșani, Iași, Neamț, Suceava, and Vaslui. The required personal contribution is a minimum of 10% of eligible expenses, an accessible level for a company with a decent financial history.
The public consultation took place between January 30 and March 13, 2026. At the time of writing, the opening date for submissions in MySMIS2021 plus was not confirmed, a common situation in 2026, when many regional calls remained stuck between consultation and launch.
For interested companies, the interval between the close of the consultation and the actual opening is the time to prepare the file. Historically, for Regional Programs, this interval has been between one and three months, and calls with limited budgets close quickly.
A practical aspect worth anticipating is the financial documentation. In calls for micro-enterprises within Regional Programs, the evaluation almost invariably includes sustainability indicators calculated based on financial statements from recent years. A company with losses in the previous fiscal year or with negative equity starts with a handicap that is difficult to compensate for through the quality of the project.
The North-East Region remains the least developed in the European Union in terms of gross domestic product per capita, which means more generous allocations and more favorable co-financing rates than in the rest of the country. For companies in the six counties, this is a window of opportunity that will narrow in the next financial exercise as regional indicators improve.
