The Bucharest-Ilfov Regional Program offers micro-enterprises the opportunity to access non-reimbursable financing ranging between 25,000 and 300,000 euros. The minimum own contribution is 10%, and projects must be implemented in urban areas within the Bucharest-Ilfov region. The submission period begins on January 27, 2025, at 12:00, and ends on February 10, 2025, at the same time.
1. Who can apply
- Micro-enterprises with their registered office or place of business in the Bucharest-Ilfov region.
- The project must be implemented in the urban environment of the mentioned region.
- Uninterrupted activity for at least one full fiscal year prior to the submission of the application is required.
Small, medium, or large companies, as well as micro-enterprises with a registered office outside the region, are not eligible.
2. Project value and minimum contribution
- Minimum value of requested financing: 25,000 euros
- Maximum value of requested financing: 300,000 euros
- Applicant's contribution: at least 10% of the eligible value of the project
The total allocation for this call is 37,627,724 euros, coming from both European funds and the national budget.
3. Period and registration method
- Registration opening: January 27, 2025, at 12:00 (via the MySMIS2021 system)
- Registration closing: February 10, 2025, at 12:00
Projects must meet a minimum quality threshold of 70 points. Procurement procedures or execution of works must not be initiated before submission, with the exception of consultancy and project management.
4. Main eligibility conditions
- Absence of outstanding debts to the state budget and local budget in the last year.
- No periods of temporary suspension of activity in the current year of submission and in the previous fiscal year.
- The eligible CAEN code exists or will be obtained at the implementation location by the end of the project implementation.
5. Types of expenses and project structure
- The project must fall under the actions supported by Specific Objective 1.3.
- Core activities (1–3) represent at least 50% of the total value of eligible expenses.
- The total eligible value includes only expenses compliant with program rules.
Expenses related to procurement procedures or the execution of works started before the submission of the financing application are not eligible, with the exception of consultancy for project writing and project management.
6. Types of settlement requests

Prefinancing request
- Allows access to funds before payments are made.
- Requires a corresponding guarantee for the requested amount.

Payment request
- Submitted based on supporting documents (invoices, payroll).
- Covers eligible expenses according to the financing contract.

Reimbursement request
- Allows the recovery of eligible expenses already incurred.
- Includes justification of how the prefinancing was used.
